The 11-kilometer elevated urban highway of Sadr in Tehran was inaugurated in 2013, presented and celebrated by the official media as "the most prestigious production of Iranian engineering", as a "work of art embodied in concrete". According to the official statistics, the cost of Sadr could have financed 43 kilometers of underground metro –that is one third of the city's existing metro network.

Blue Barrier explores the imaginaries of an urban infrastructure, looking into the interplay of the city's form and its forms of inhabiting, questioning to what extent the city is the outcome of its inhabitants actions and inactions.
